CouncilUnit

About

An outsourced political office for local government.

CouncilUnit was built around a straightforward observation: most councillors in England are expected to operate like full-time political representatives, without the staff support that makes that possible.

We provide the research, drafting, communications and campaign capacity that elected members and smaller groups need in the chamber, in the ward and in the media. The work is delivered behind the scenes, so you can focus on the decisions, residents and campaigns in front of you.

Available when needed, discreet by default, and built specifically for the realities of British local government.

The reality of the work

Councillors carry a representative workload with limited support.

The job is not only meetings. Elected members read dense papers, prepare for committees, handle media enquiries, respond to residents and organise campaigns, often while working in another role entirely. Larger administrations have political assistants and researchers. Many independents, smaller groups and backbench members do not.

The paper load

Agendas, reports, cabinet papers and officer recommendations run to hundreds of pages. Members are expected to digest them, identify the risks and arrive ready to question.

The chamber

Committee, council and scrutiny meetings move fast. A missed amendment or a weak question wastes the only opportunity to influence a decision.

The ward and the press

Residents expect a response, the local press expects a line and social channels amplify every mistake. There is rarely a press officer available to handle it.

The campaign work

Organised pressure, petitions and resident campaigns take infrastructure and time. Most councillors have no campaign staff to build and run them.

What we do

Professional capacity, without the permanent overhead.

CouncilUnit operates as a retained advisory and delivery service. We learn the politics of your council, your group and your ward, then provide the support that matters most at each stage of the political year.

That can mean a single briefing before a major decision, a reactive press line within the hour, a motion drafted for the next council meeting, or a wider campaign built around a resident issue. Every piece of work is produced to a standard you can use directly.

Council briefings and scrutiny prep

We work through agendas, cabinet papers and committee reports and hand back the argument, the risks, the ward impacts and the questions that land.

  • Cabinet and committee briefings
  • Officer question lines
  • Weakness spotting and amendments
  • Speaking notes

Communications and press

Political communication, not corporate messaging. We draft with judgement so a councillor sounds like themselves and holds the line under pressure.

  • Lines to take
  • Press releases and statements
  • Media responses
  • Newsletters and social content

Campaigns and ward mobilisation

From a single ward issue to an organised operation, we build the infrastructure that turns resident concern into an active, sustained campaign.

  • Campaign strategy
  • Petition pages and sign-up forms
  • Email lists and resident outreach
  • Ward newsletters and materials

Council business and drafting

Motions, amendments, questions and reports drafted with the council rules and the politics in mind, so the work is procedurally sound and strategically useful.

  • Motion and amendment drafting
  • Questions for officers
  • Scrutiny call-in preparation
  • Research notes and briefings

Principles

Discretion

Every engagement is handled in confidence. The work is done behind your name, so you take the credit and keep the trust of residents.

Political judgement

Advice and drafting shaped by an understanding of council procedure, local media, ward politics and how groups actually operate.

Practical output

Briefings, motions, press lines and campaign materials you can use before the next meeting, not strategy documents that sit unread.

Professional standard

The quality of a staffed political office, delivered through a focused, confidential relationship with the people we support.
